There are other options such as credit cards, pay by call, online banking, etc.

ummm... paypal is world wide. It is not a physical company but a internet company. If you have a bank account (checking) then you can start a paypal acct. They need to deposit 2 amounts into you bank trough paypal to verify your bank. Once they have done that, then you can use paypal all the time.
